From 11-13 May 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of the working environment, material handling and preparedness, including design of the helicopter deck, in connection with detailed engineering of Goliat FPSO.

Background The audit was directed at maintenance of working environment factors, material handling and preparedness associated with the development project. Based on the fact that Goliat FPSO will be placed in the Barents Sea, particular attention was given to how winterisation will be safeguarded in the project.

Objective The objective was to verify that engineering takes place in accordance with provisions stipulated in the regulations, so that factors within the mentioned disciplines are safeguarded.

Furthermore, the objective of the activity was to examine whether the different players understand the regulatory requirements, and whether the players have established appropriate management systems for follow-up of working environment factors, material handling and preparedness.

An important part of the audit was also to verify that Eni facilitates good processes for real employee participation.

Results The audit was well-facilitated and organised by Eni. We received the impression that the involved personnel had good expertise within the topics of the audit.

Furthermore, our impression is that there was good cooperation between Eni and HHI, but we did find different perceptions and expectations regarding certain factors.

Eni has worked for some time to establish an organisation with sufficient continuity of personnel with operational experience. As the audit took place, not all positions had been filled. Both Eni and HHI informed us that operational personnel contributed good experience and practical solutions.

Several working environment analyses were still outstanding. These could require a change of design. Our assessment is that it could be challenging to complete all activities in time, so it is still possible to carry out potential design changes.
